How does the management of the history of edicts and announcements work?

(IMPORTANT: Available for piloting. In production for the rest of us from the second quarter of 2024)

In order to promote an improvement in transparency and the retention of accounts, in the new version of the service any announcement or edict that has been published in the e-TAULER will be published in the history as long as and when one of these 2 circumstances:

  • It has NOT been withdrawn prior to maturity (ie if an early withdrawal has not been forced).
  • It has NOT been reported when creating the edict or announcement that contains personal data (if this option is indicated in the edict, it will not appear in the history once the advertising deadline has expired).

It is worth saying that the publication of announcements and edicts in a historical is based on the spirit of Law 19/2014, of December 29, on transparency, access to public information and good governance and State Law 19/2013, of December 9, on transparency, access to public information and good governance and also Law 10/2001, of July 13, on archives and document management.

From the point of view of the documentary evaluation tables, the works have been based on the criteria of TAAD 30, which refers to the official publication of edicts and announcements by the Generalitat de Catalunya and other entities or persons , when it corresponds in accordance with the legal system.

Regarding the period of exposure of the information, the TAAD 30 specifies that it must be 6 years until its elimination. However, the calculation of time must start on the date of submission to the Audit Office or external control bodies, and considering that this date is much later than the creation of the announcement, it has been agreed that every edict will have a maximum effective period of advertising in the historical section of 8 years (to give sufficient time margin for active advertising, which allows the 6-year term to be included by default).

 

And what should I do if I don't want an announcement or edict to appear in the history?

At any time (either at the time of publication, already published, or even withdrawn and already recorded in the history), we will have mechanisms to decide if an announcement or edict should not appear in the historical once removed.

Specifically, the management of the visibility of an edict in the history can be done from the two modalities available through the service. “White Label” screens from EACAT or via integration (WS), as shown below:

  • With "white label" modality (service management screens via EACAT):

It is only necessary to mark the option "contains personal data" in the management of the ad and it will no longer appear in the history. To do this, just indicate it on the solution management screen as shown below:

  • With integration modality (WS) in e-TAULER:

The integration model incorporates the possibility of informing that an announcement or edict is not displayed by default in the history. In order to do this, the messaging allows you to optionally inform if the announcement or edict "personal information" . In the event that it is indicated that it contains, the edict or announcement will no longer appear in the history.

So, either with the option via screens EACAT or in the case of an integrated entity via the WS, informing that the announcement or edict contains personal data, this will no longer appear in the history section once removed.
