Manual e-TAULER: 7. Inter-administrative transmission of edicts

In order to be able to send advertisements from one entity to another, it is no longer necessary for the entity issuing the advertisement and the receiving entity to be members of the e-TAULER service. Every user of EACAT can send edicts in electronic format through the sending of edicts of EACAT, whether or not the sending and receiving entities have an electronic board and, in the event that they do have one, whether that electronic board is the e-TAULER or any other solution.

The sending of edicts allows announcements to be sent to any of the entities belonging to the indicated types, which will have to manage their publication in a different way, all depending on the following assumptions:

1. If they are members of the electronic panel of the AOC Consortium ( e-TAULER ) they must:
   – Validate and publish the announcement that arrives in draft form in the e-TAULER .
   – When the announcement is withdrawn, the diligence is automatically sent back to the issuing body.
2. If they are users of an electronic board other than the e-TAULER they must:
   – Download the announcement that arrives in electronic format through EACAT .
   - Publish it in electronic format on your own electronic board.
   – Once withdrawn, make a response diligence using the form enabled in the EACAT for that purpose, sign it and send it.
3. If they are entities that do not have an electronic board, but a physical board on which the advertisements are published in paper format, they must:
   – Download the announcement that arrives in electronic format through EACAT .
   – Print it.
   – Publish it in paper format on your physical board.
   – Once the ad has been removed, complete a response using the form enabled in the EACAT for that purpose, sign it and send it.

The sending of edicts is enabled for the following types of entities that adhere to the EACAT:

• City Councils (except Barcelona City Council)
• The County Councils.
• The Provincial Councils.
• The Generalitat of Catalonia: Departments and dependent bodies.
• Entities that, despite not belonging to the three typologies described, have obtained their registration in e-TAULER.

All EACAT users registered with any of the entities belonging to the types detailed in the previous point can use the sending of edicts. It will not be necessary for them to be authorized by the manager of their institution in EACAT, but they must always and in each case sign the shipment with their digital certificate (T-CAT).

Sending ads

Access to the advertisement submission forms is in the left column of the Procedures section of the EACAT:

By clicking on it, a field must then be filled in with the name of the recipient or receiver of the announcement:

By reporting the name of the entity, a green tablet appears from which you can download a PDF form:

When opening the PDF form, the following fields must be completed:

1. The name of the recipient body reported in the previous point appears by default in the header of the form.
2. The file number (mandatory), the publication start date (mandatory), the publication end date.
3. Keywords to help rank your ad.
4. NIFs related to the announcement in question.
5. Activation of the languages in which you want the ad to be published (Catalan is mandatory by default; Spanish and Aranese are optional).
6. Title and description of the ad in the languages activated in point 5.
7. Attached PDF files of the announcements in the languages activated in point 5 (Catalan is mandatory).
   IMPORTANT : The reception of the announcements in Spanish and/or Aranese by the recipient of the shipment will depend on the fact that this language(s) has been activated in the configuration
8. Place and date of delivery.
9. Once all the mandatory fields mentioned above have been completed, the form must be validated.

As soon as the transmission is effective, the receipt of the electronic records containing the outgoing entry created in the Procedures section of the EACAT of the entity issuing the announcement and entry settlement created in the entity receiving it.

Management of announcements and proceedings for sending edicts to the e-TAULER

If the receiving entity is a user of the AOC e-TAULER electronic dashboard service:

1. The announcement sent by the sending entity is entered in a draft state and classified as an external announcement in the corresponding tray of the e-TAULER of the receiving entity.
2. The users of the receiving body, depending on the role they have, must manage the cycle of validation, publication and withdrawal of the external announcement.
3. Once the announcement is withdrawn, either automatically or manually, the e-TAULER service automatically returns a signed receipt to the issuing entity, via EACAT.
   As a result of sending the announcement and the return of the due diligence, the corresponding entries are generated in the records of each of the organizations involved in the process, available at EACAT. Both the announcement and the due diligence can also be found in the Home > Procedures > My procedures section of the EACAT.
